Crestline-Lake Arrowhead Water Agency and San Bernardino Valley Municipal Water District Proposed Multi-Year Water Exchange Project

The Crestline-Lake Arrowhead Water Agency and the San Bernardino Valley Municipal Water District have established a multi-year water exchange project approved by the Department of Water Resources to enhance water reliability and supply management. This project is structured through several agreements, primarily SWP #25033 and SWP #25034, which facilitate non-permanent multi-year transfers of State Water Project Table A water between the two agencies. These specific transfers are scheduled for completion by December 31, 2040. Additionally, the project includes SWP #25035 for the transfer of 360 acre-feet of Article 56 Carryover Water from Crestline to San Bernardino by December 31, 2025, and SWP #26032 for the transfer of 1,390 acre-feet of carryover water. The performance of these transfers occurs within San Bernardino County, utilizing the California Aqueduct and its East Branch Extension for delivery to the respective agency turnouts. The Department of Water Resources has issued Notices of Determination for these agreements, concluding that the projects will not have a significant environmental effect based on Initial Study and Negative Declaration findings in compliance with the California Environmental Quality Act and the Public Resource Code. No mitigation measures or overriding considerations were required for the approval of these water transfers.
