The Wyoming State Construction Department, representing the Wyoming Department of Environmental Quality, is soliciting proposals for professional engineering services to support bedrock remediation efforts at the Crosby Blowout site, located near Clark, Wyoming along Line Creek. This site was impacted by a natural gas well blowout in 2006 that caused petroleum contamination. While groundwater contamination in the alluvial aquifer has been partially addressed, the bedrock aquifer still poses challenges due to remaining petroleum constituents. The previous remediation effort was halted due to the volunteer’s bankruptcy. The procurement is divided into three phases: initial monitoring and analysis to assess current conditions and the longevity of the existing groundwater extraction system, implementation of a selected remedial strategy, and ongoing monitoring and maintenance until the site is ready for decommissioning. Proposals must be submitted online via the Public Purchase platform by 1:00 p.m. Mountain Time on September 18, 2025, and only submissions on official State of Wyoming forms through this system will be considered. Questions about the proposal are accepted until September 10, 2025, with responses provided by September 11. Prospective bidders are advised to register on Public Purchase well in advance to ensure timely access to the solicitation documents and to avoid issues with submission deadlines. Communications through phone, email, or fax are not accepted for official inquiries or proposal submissions. The responsible procurement contact is Lenora Simpson, who can be reached at the Wyoming State Construction Department.
