Solicitation # N0018926QW068
The Navy Supply Corps School in Newport, Rhode Island, requires instructor-based training services to develop and deliver the Advanced Management Program (AMP), a premier leadership course designed to cultivate strategic enterprise leaders for the Department of the Navy. This requirement is being procured through a Firm-Fixed-Price, single-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract under FAR Part 12 and Subpart 16.5, with a total small business set-aside under NAICS code 611430. The contractor is fully responsible for developing all curriculum and course materials from scratch, as the Government will not provide any pre-existing approved content. The contract has a five-year ordering period running from July 1, 2026, through June 30, 2031, with an option to extend performance for up to six additional months under FAR 52.217-8, for a total potential period of performance ending December 31, 2031. Four AMP classes are anticipated during each ordering period, with three additional classes allowed under the extension clause. The solicitation mandates strict compliance with federal acquisition regulations and defense-specific cybersecurity requirements, including DFARS clauses 252.204-7012 and 252.240-7997, which require adherence to NIST SP 800-171 standards for safeguarding covered defense information and conducting assessments. Proposals must be submitted electronically via email prior to the deadline of June 25, 2026, and must include signed copies of all amendments, including SF30s for Amendments 0001 through 0004. Evaluation follows a structured sequence: proposals must first achieve an “Acceptable” rating under Factor I (Executive Level Leader Development Experience) and a “Substantial Confidence” rating under Factor II (Past Performance); only then is price evaluated.
