Culvert Replacement Km 1454.4 Alaska Highway #1

The Government of Yukon, through the Department of Highways and Public Works, has issued a Request for Bids (RFB-2026-09-5555) for a culvert replacement project located at kilometre 1454.4 of the Alaska Highway #1 in Whitehorse. The project scope involves the removal and disposal of existing corrugated steel pipes and the installation of a welded seam Muskeg Type III corrugated steel pipe. Additional work includes mobilization and demobilization, traffic control, roadway excavation, and the construction of subgrade, sub-base, and base courses. The project is situated within the traditional territories of the Kwanlin Dün First Nation and the Ta'an Kwäch'än Council. The total completion date for all work is set for October 31, 2026, with the Owner providing necessary materials such as CSP and geogrids before October 01, 2026. Bids are primarily evaluated based on price, with specific provisions for Bid Value Reductions (BVR) to encourage Yukon First Nation participation. Bidders or subcontractors registered in the Yukon First Nation Business Registry may qualify for reductions related to business ownership and location, while a 15% reduction may be applied to the total dollar value of wages paid to Yukon First Nation labour. The contract is governed by a short-form construction agreement subject to the Yukon Financial Administration Act, and contractors must demonstrate compliance with the Workers’ Safety and Compensation Act. Key safety requirements include mandatory coordination with the Yukon Energy Corporation for work near power lines and adherence to the Yukon Temporary Conditions Sign Manual.
