This is a Pre-Solicitation Notice prepared for a commercial service, and this is not a Request for Quotation (RFQ).  This announcement constitutes the only prior notice to solicitation.  


Requested Services: 
The contractor shall provide all management, personnel, supervision, supplies, equipment, tools, materials, other items and services necessary to perform custodial services at Misawa Commissary, located at Bldg. 323 on the Misawa Air Base, Japan to ensure the Commissary operation stay clean neat and present a professional appearance, in accordance with Performance-based Work Statement and with commercial standard practices. 


This service is performed in its entirety in the country of Japan, and the service is critical to Misawa Air Base, Japan; therefore, all of four (4) requirements listed below shall be submitted by the solicitation due date and shall be met to become an eligible for award.  


1.     License/Certification: The offeror shall submit license/certificate for Kenchikubutsu Seisougyou Touroku (建築物清掃業登録証明)or Kenchikubutsu kankyoeisei sougou kanrigyou touroku(建築物環境衛生総合管理業登録証明書). The subcontractor’s aforementioned license/certificate will not be accepted. 


2.    Site Visit (Physical Attendance is required): Pre-proposal conference and site visit will be conducted on/around 5 Aug 26.  All prospective quoters are requested to attend the conference and the site visit.   


3.    Required Past Performance:  Recent and relevant past performance information performed in U.S. Installation in Japan within 3 years from the issuance date of the RFQ will be required.  Relevant past performance means similar performance in scope, magnitude and complexity to the subject service. 


4.    If you are to work with subcontractor, you are required to provide the certificate/consent for subcontracting signed by representatives of both parties.
