The Defense Logistics Agency at Redstone Arsenal, Alabama, is conducting market research to identify qualified sources for providing personnel, support, and services related to the Containerized Weapon Support (CWS), CWS-Advance Precision Kill Weapon System (CWS-A), and Serenity programs. These services will be delivered under the existing Indefinite Delivery Requirements Type Contract SPRRA2-24-D-0010 in support of the Tactical Aviation and Ground Munitions Project Office. The government intends to award this effort solely to Invariant Corporation under FAR 6.302-1(a)(1) due to its status as the only responsible source. While the award is predetermined, the agency encourages all small business categories—including 8(a), SDB, HUBZone, WOSB, and SDVOSB—to register and demonstrate capability to potentially compete for future opportunities. Contractors must meet prequalification requirements and assume full responsibility for engineering, manufacturing, supply chain management, logistics, long-lead procurement, obsolescence mitigation, and final delivery, bearing all associated costs. This notice is strictly for informational and planning purposes and does not constitute a solicitation, request for proposal, or commitment to issue a future contract. No funds are available for the preparation of responses, and submissions are entirely voluntary. Although responses are accepted until July 17, 2026, the government is under no obligation to award any contract based on the information received. The point of contact for inquiries is Scott Alexander at scott.alexander@dla.mil, with Anna Phillips as a secondary contact. All potential vendors must independently seek source approval and ensure compliance with any future solicitation terms, as this announcement serves only as a preliminary market survey and contains no financial or contractual implications.

Sole Source Notice for Alcorn State University Product Development Center (PDC)Alcorn State University is conducting a sole source procurement for professional consulting services through its Product Development Center in Lorman, Mississippi, under solicitation number 9210-27-R-RFIN-00001, with a response deadline of August 10, 2026. The contract, valued at $138,000, involves a twelve-month engagement with Donald & Associates Consulting Group to deliver an integrated suite of services including strategic planning, food manufacturing system implementation, regulatory compliance with HACCP, GMP, SSOP, and OSHA standards, product commercialization, branding, grant development, workforce training, operational documentation, and knowledge transfer. The procurement is justified under FAR 6.302-1 as a sole source due to the vendor’s proprietary methodology, integrated implementation framework, and unique alignment with the university’s institutional goals, eliminating the possibility of competition without duplication of effort or fragmentation of services. Payment is structured as monthly installments of $11,500 based on performance milestones and formal acceptance of deliverables by the university, with no options, extensions, or alternative pricing tiers included. The place of performance is exclusively at the Alcorn State University Product Development Center in Lorman, MS, and all services are to be delivered on-site. Mertha George serves as the primary point of contact for procurement matters and payment coordination, located at 1000 ASU Dr #509, Lorman, MS 39096. Objections to the sole source determination must be submitted by the deadline and may be appealed to the Public Procurement Review Board. No formal contract clauses from the Federal Acquisition Regulation, list of attachments, packaging requirements, evaluation factors, or vendor representations and certifications are included in the documentation, consistent with the nature of the procurement being a non-competitive justification rather than a competitive solicitation. The funding originates from the university’s state appropriation, and while the solicitation references an RFx number and agency code, no specific accounting lines or payment office banking details are provided.

No specific packaging, marking, invoicing, or payment procedures are outlined in the available documentation. The contracting office is based in Beltsville, Maryland, with point of contact Katelyn Nelson available for inquiries. Inspection and acceptance criteria are not explicitly stated but are implicitly tied to the technical specifications provided, which serve as the basis for compliance. There are no stipulated security, data rights, Section 508 compliance, or key personnel requirements, nor are there any options, extensions, or subcontracting plans indicated. The absence of CLINs, cost estimates, or contract value figures underscores that this document is non-binding and purely exploratory, aimed at validating market availability and technical feasibility before proceeding with a formal procurement. All performance and delivery obligations are tied to the designated location in Parlier, California

SPRRA226R0061 PATRIOT SPARES – LOCKHEED MARTIN SOLE SOURCEThis contract SPRRA226R0061 is a sole-source Letter Request for Proposal issued to Lockheed Martin Corporation for the procurement of a critical component—specifically a Printed Wiring Board (NSN 5998-01-728-8090, Part Number 13508610)—supporting the US Army Aviation and Missile Life Cycle Management Command’s Patriot Weapon System. It extends the existing Lockheed Martin Captain of Industries Supplier Capability Contract (SCC) and its Firm-Fixed-Price Indefinite Delivery Contract. The procurement is for an estimated annual demand of 60 units, with delivery to Chambersburg, PA. Accelerated delivery is authorized without additional cost, with production lead times stipulated at 720 days after contract award without First Article Testing (FAT) and 1500 days with FAT. Proposals must be submitted electronically by July 17, 2026, addressing both technical compliance—including adherence to quality specifications, Item Unique Identification requirements, and potential FAT pricing—and cost/price details to enable a fair and reasonable price assessment. The submission must include verifiable, unredacted Other Than Certified Cost or Pricing Data, preferably using the ProPricer system with mandatory cost breakdown tabs. Pricing should cover fixed prices across specified quantity ranges and separate FAT unit pricing. Evaluation criteria focus on meeting all solicitation terms and conditions, technical acceptability, and price reasonableness, with proposals failing these standards deemed ineligible. The contract line item numbers define quantities for production and FAT, and communications are directed to the designated government points of contact.

FAN, CIRCULATINGThe contract concerns the procurement of circulating fans (NSN 4140-01-476-2343, PN 13502436) to support the M-D6 Patriot Weapon System, issued by the Defense Logistics Agency at Redstone Arsenal, Alabama. Originally, this solicitation was a 100% small business set-aside for a firm fixed price, one-time buy of 80 units, requiring a Government First Article Test, with provisions encouraging accelerated delivery, long lead time item management, and strict quality deficiency reporting protocols. However, subsequent amendments transitioned the solicitation from a small business set-aside to a full and open competition, removing related small business clauses and extending the response deadline to January 16, 2026. This procurement falls under NAICS code 333413 and features a firm fixed price contract type. The solicitation is fully competitive, with all terms and conditions intact aside from the removal of the set-aside status. Contact points for inquiries include Brylee Malone and Michael Romine at the Defense Logistics Agency. The acquisition requires compliance with detailed submission instructions, technical data package access upon registration, and the use of ProPricer-generated cost breakdowns. The contract supports critical military equipment supply chains, emphasizing timely and quality-focused delivery to sustain weapon system readiness.
