Proposed contractual frameworks include a performance management system based on cost, quality, schedule, and management, with a verification period of ten business days for the acceptance of licensed products. Key terms under consideration include a liability cap limited to the contract value of the preceding 12 months and a requirement for content authenticity to ensure human authorship over AI-generated content. The procurement strategy is exploring various award models, including a highest-ranked bidder negotiation process and a scoring system that favors suppliers who accept Canada's contractual framework without amendment.
