Solicitation 75N95025Q00171 is a request for quotation issued by the National Institutes of Health for cytokine assay testing services. The selected contractor will be responsible for the quantitative analysis of ten specific cytokines, including IL-1B, IL-2, IL-4, IL-6, IL-8, IL-10, IL-12(p70), GM-CSF, IFN-y, and TNF-A, across 665 human blood serum samples. Because the samples are of high research significance and limited in quantity, the government prefers methods that utilize small volumes. Deliverables include electronic data with reported values for each sample, quality control information, and detailed methodology suitable for scientific publication. This is a full and open competition under NAICS code 541380, conducted as a firm fixed-price purchase order with an anticipated period of performance from April 7, 2025, through April 6, 2026. Proposals will be evaluated based on technical capability, past performance, and price, with technical and past performance weighted more heavily than cost. Quotations must be submitted electronically to the contracting officer by 9:00 a.m. EST on March 28, 2025, and must include a detailed price proposal with labor categories, hourly rates, and evidence of the offeror's technical capabilities. All offerors must maintain active registration in the System for Award Management and adhere to specified federal acquisition regulations and invoicing procedures via the Invoice Processing Platform.
