The 42nd Contracting Squadron at Maxwell Air Force Base plans to award a sole source contract to Sumaria Systems Inc. to provide ADP Technical Services aimed at enhancing and supporting the Web Intensive New Gains Systems (WINGS) and the PeopleSoft People Tools student administration software that operates it. The contract focuses on improving the PeopleSoft host software, including student administration, web-based queries, report functions, and data transfer processes between PC and Oracle components of WINGS. The goal is to enable all 144 geographically separated units of HQ AFOATS to access, complete, and submit forms through the WINGS system, with Phase II focusing on this access and Phase III expanding to allow high school applicants to submit scholarship applications via the Senior ROTC WINGS system. The contract includes necessary modifications to WINGS for form input and retrieval, as well as web development for integration with AFROTC.com, AFOATS.AF.Mil, Oracle database, scholarship status updates, and user interfaces. This firm-fixed-price contract is scheduled to continue through September 30, 2007. While the contract is intended to be sole source to Sumaria Systems Inc., other capable providers of equivalent ADP Technical Services were invited to respond by March 15, 2007. The point of contact for the contract is Genell Carter from the 42nd Contracting Squadron at Maxwell AFB.
