The Naval Surface Warfare Center, Dahlgren Division, on behalf of the Naval Sea Systems Command and several Navy partner organizations, is conducting a rolling admission for additional Indefinite Delivery/Indefinite Quantity (ID/IQ) prime contracts under the SeaPort Enhanced (Seaport e) Multiple Award Contracts program. This initiative aims to expand the contract coverage to include Office of Naval Research activities as authorized ordering offices, as well as to enable existing prime contractors to extend their operations across different geographic zones. The contracts to be awarded focus on a wide range of services categorized under various Federal Supply Codes, including special studies and analysis, engineering services, IT and telecommunications, maintenance and repair, quality control, and training, among others. Contract task orders will be awarded competitively within seven geographical zones based on the principal place of performance, and emphasize performance-based orders with firm fixed price, fixed price incentive, and cost-plus fee structures, excluding time and materials orders. This rolling admission process, with solicitations expected to be released through the end of 2006 and awards targeted for April 2007, prioritizes small business participation with goals for these entities to receive a significant portion of the award dollars. Small businesses in various categories such as HUBZone, Women-Owned Small Business, Service-Disabled Veteran-Owned Small Business, and 8(a) firms are specifically encouraged to submit offers as prime contractors. Firms will compete only within their respective small business sub-categories. The contracting process is designed to be streamlined, with awards intended to be made based on initial offers without oral presentations or discussions. Interested parties are responsible for monitoring the official Seaport website for updates, solicitations, and additional information relating to this acquisition under solicitation number N00178-07-R-4000.
