D -- Develop Documentation for S-Minds speech translation software.

The United States Special Operations Command (USSOCOM) intends to negotiate a sole source contract with SEHDA, Inc., Mountain View, California. The effort includes development documentation in the form of a user user manual and a training video for the S-MINDS speech translation software and the wireless communication systems developed under a previous contract. Implementation of software improvements to the wireless communication system as recommended by users during the user evaluation in the development phase of this effort is also required. Fluential Inc., Mountain View, California, previously known as SEHDA, Inc., is the only known source that can meet these requirements. The authority cited for this procurement is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
