THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES for EC - PONDEROSA - B3 ONLINE ACCESS

PROJECT DESCRIPTION AND PURPOSE:

The U.S. Bureau of Reclamation, Missouri Basin Region, intends to award a sole-source firm-fixed-price purchase order to Ponderosa Advisors LLC for access to an online database that gathers data on water rights, streaming gaging and land parcels. Ponderosa Advisors LLC developed the land and water rights geospatial platform B3/Water Sage which the Bureau of Reclamation has been using for over ten (10) years, most recent purchase order number 140R8121P0060. Ponderosa Advisors LLC has confirmed that they own the subscription and do not have any reselling relationships. In accordance with RFO FAR 12.102 (a), the Contracting Officer determines that Ponderosa Advisors LLC is the only source capable of satisfying agency requirements because of their proprietary licensing for the B3 Water Rights & Land Platform: Colorado.
