AI Contract Overview

This contract authorizes a sole source, Firm Fixed Price agreement for the continuation of sustainment and enhancement support for the Financial Information Resource System (FIRST) over a one-year period. This interim contract is necessary to maintain ongoing functionality until a long-term sustainment contract or a new follow-on Program Budget Enterprise System (PBES) contract can be awarded. The FIRST system, which has been managed by the AFPEO EIS/Enterprise Financial System Division (HIQ) under SAF/FM guidance since its initial award in April 2001, addresses critical budget formulation and force programming needs for Headquarters USAF as well as Major Command installations. The contract sustains essential financial management capabilities that underpin organizational budgeting and programming functions. By continuing support exclusively through a sole source provider, the agreement ensures uninterrupted operations while enabling the transition toward a more comprehensive, long-term solution to be established. This approach maintains continuity and stability in financial resource planning activities across the Air Force enterprise.
