The USPTO intends to award a sole source purchase order to Thomson Scientific to secure access to their proprietary online gene sequence database, Genseq. This database is critical for patent examiners who require comprehensive access to the world's patented nucleic acid and protein sequences, including small proteins and peptides. The availability of this unique data is essential for performing thorough genetic sequence searches, directly impacting the accuracy and effectiveness of patent examination related to genetic sequence applications. Without this database, the USPTO's ability to conduct complete and reliable nucleic acid and protein sequence searches would be significantly impaired, potentially hindering the examination process. The contract, identified as "D -- Genetic Sequence Database," falls under the Department of Commerce's Patent and Trademark Office located in Alexandria, VA, with Christopher E Harris serving as the contract specialist. This sole source acquisition ensures that patent examiners maintain access to indispensable data necessary for their work.

United States Patent and Trademark Office (USPTO) Public Awareness campaign strategy on the dangers of counterfeit substances or devices
Solicitation # 140-0176
The United States Patent and Trademark Office (USPTO) has issued a Sources Sought Request for Information (RFI) under NAICS 541820 for public relations services to develop and execute a nationwide public awareness campaign. The primary objective of this effort is to educate the public on the dangers of counterfeit pharmaceuticals and medical devices that are falsely represented as legitimate products. The scope of work includes the creation of a comprehensive campaign strategy, production of videos and public service announcements, development of a microsite and social media campaign, and the writing of blogs and press releases. Additionally, the selected vendor will be responsible for identifying and pitching influencers, celebrities, and journalists to amplify the campaign's reach and collaborating with the Office of Public Affairs to establish success metrics. This RFI is strictly for market research and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. The government intends to use the gathered information to identify qualified small business contractors for a future solicitation. Interested vendors must submit a concise response not exceeding five pages, including a capability statement, primary contact information, and relevant project examples, in searchable PDF format. Questions are due by October 26, 2026, at 1pm ET, and final RFI responses must be submitted to the designated points of contact, Joy Pitts and Emanele Gawrelski, by November 6, 2026, at 10am ET. While SAM.gov registration is not required for the RFI stage, it will be mandatory for any vendor submitting a formal offer during the subsequent procurement phase.
