The contract involves an extension of the Global Transportation Network (GTN) support agreement with Lockheed Martin Integrated Systems & Solutions to continue providing operational maintenance and support for the GTN system. This system enables the United States Transportation Command to maintain Intransit Visibility of passengers, cargo, and supplies within the Defense Transportation System. Lockheed Martin is responsible for delivering all required personnel, equipment, tools, supervision, and related services to maintain system operation, address software issues, perform configuration control, manage databases, provide help desk and outreach support, and implement a data warehouse solution. The contract extension is structured as a cost-plus-award-fee arrangement spanning up to 26 months, divided into three option periods: two 12-month periods running from September 1, 2006, to August 31, 2007, and September 1, 2007, to August 31, 2008, respectively, followed by a 2-month period for contractor site closeout from September 1, 2008, to October 31, 2008. This sole-source contract falls under NAICS code 541511 and is justified by statutory authority citing a single responsible source due to past delays and cost duplication associated with the failed GTN replacement effort known as GTN 21. The government is in early planning for future requirements and acquisition strategy, and contacts for inquiries are designated as Don Tucker and Matthew Bowen at Scott Air Force Base.

The HQ AMC Contracting Flight intends to extend the Global Transportation Network (GTN) contract with Lockheed Martin Integrated Systems & Solutions, 9500 Godwin Drive, Manassas, VA, to provide continued GTN operational support. The GTN operational system provides United States Transportation Command Intransit Visibility capability of passenger, cargo and supplies moving through the Defense Transportation System. The contractor is to provide all necessary personnel, equipment, tools, materials, supervision and other items and services necessary to perform functions of system maintenance and operational support that include identification, analysis and repair of software deficiencies in contractor developed software and integrated COTS products, configuration control, system administration, system operation, database management, help desk support, outreach support, and implement a data warehouse solution. The resultant contract extension will be cost plus award fee for up to an additional twenty-six months. The first 12-month option period of performance is 1 September 2006 through 31 August 2007. The second 12-month option period of performance is 1 September 2007 through 31 August 2008. The third 2-month option period of performance is 1 September 2008 through 31 October 2008 to support contractor site close out related activities. The North American Industry Classification System (NAICS) Code is 541511. This requirement is sole source pursuant to the authority 10 U.S.C.2304 (c)(1), Only One Responsible Source, due to unacceptable delays in fulfilling the agency's requirements and duplication of costs. The GTN replacement system termed GTN for the 21st Century (GTN 21), experienced technical problems due in part to changing requirements. As a result, the government elected to discontinue the production of GTN 21 that drives the need to continue GTN as an operational system. The government is currently in the early planning stage to determine future requirements and acquisition strategy. All questions and comments should be addressed to Mr. Don Tucker, Contracting Officer, at (618) 229-5004, don.tucker@ustranscom.mil. Verbal questions/requests will not be acted upon.

AMC/A6 Information Technology Needs Commercial Solutions Opening (CSO) - Amendment 04
Solicitation # FA445226SC001
The Air Mobility Command (AMC) A6 Information Technology Needs Commercial Solutions Opening (CSO), solicitation FA445226SC001, is a competitive solicitation managed by the 763rd Enterprise Sourcing Squadron to obtain innovative IT solutions for secure and scalable infrastructure transformation. While the overall CSO is unrestricted and open until February 26, 2031, specific Areas of Interest (AOIs) carry their own requirements. Area of Interest 1, focused on Base IT Modernization, is specifically set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBs). This effort aims to replace outdated legacy systems with a modern architecture integrating core, cloud, and edge environments to improve operational efficiency, data sharing, and warfighter effectiveness across up to 15 installations. The procurement utilizes a two-step selection process beginning with a white paper submission, which must include company information, a technical solution, and a total project price. Selected offerors will then be invited to submit a detailed approach. Evaluation is based on technical merit and importance to the agency, with the government seeking the most innovative and affordable solutions. Resulting awards are anticipated to be Firm-Fixed Price contracts or Other Transactions for Prototype Projects. Technical requirements for the modernization effort include a comprehensive end-to-end solution encompassing site surveys, design, installation, and system acceptance testing. Contractors must ensure all personnel possess a minimum of a Tier 3 Security Investigation with Secret eligibility and maintain a Secret facility clearance. Additionally, the contractor is responsible for providing documentation to support the Assessment and Authorization process to achieve an Interim Authority to Test and must ensure full traceability of hardware and software components in compliance with the Trade Agreements Act.

The first Area of Interest (AOI) focuses on a dual-use propulsion system engine with 35,000 to 50,000 lbs of thrust, intended for the C-17 Globemaster and Blended Wing Body (BWB) platforms. Key requirements include compliance with current and future emissions standards, entry into service by 2030, and a scalable production plan capable of delivering up to 80 engines per month by 2037. The government strongly encourages cost-share arrangements or unconventional project financing to mitigate development risks. Solution briefs for this AOI are due by March 13, 2025, and must be submitted as unclassified documents.
