D--HYDROLOGICAL DATABASE SUPPORT SERVICES IDIQ

PRE-SOLICITATION - SYNOPSIS The Bureau of Reclamation (BOR) intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) Firm-fixed Price/Labor-Hour/Time and Material contract is to acquire contractor services to provide Hydrological Database (HDB) maintenance and further development through the Contractor's provision of services for on-call technical support, troubleshooting of HDB malfunctions, development of modifications to HDB, support of HDB enhancements and the development, documentation and distribution of software applications that interface with HDB. The expectation for the solicitation is a single award five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Reclamation is by trade an engineering firm that is a contemporary water management agency with a strategic plan outlining numerous programs, initiatives, and activities that will help the 17 Western States, Native American Tribes and others meet new water needs and balance the multitude of competing uses of water in the West. The organization has an office located on the Denver Federal Center, Denver, Colorado that serves a diverse set of approximately 1,000 employees. This requirement will be solicited as total small business set-aside. The applicable North American Industry Classification System (NAICS) code is 541511; Custom Computer Programming Services with a Small Business Size Standard is $30 Million. The solicitation and any amendments to the solicitation will be available through the beta.SAM (https://beta.sam.gov/) website. The extent of the work will be described in the solicitation. As a result of this Pre-solicitation notice, the Department of the Interior, Bureau of Reclamation, anticipates releasing the Request for Proposals (RFP) on or about 01/11/2021 on beta.SAM. The due date for receipt of proposals will be specified in the RFP. This requirement will be solicited and awarded using the procedures outlined in FAR Part 12 in conjunction with Part 15. The resulting contract will be a single award IDIQ with Firm-fixed Price/Labor-Hour/Time and Material task orders issued against the Indefinite Delivery Vehicle. The contract ordering period will be five (5) years from date of award which is expected to be 04/17/2021. The Performance Work Statement (PWS) is not expected to change much from what was posted on beta.SAM with the Sources Sought on 7 October 2020 under Notice ID 140R8120Q0548. No further information will be available before the solicitation is posted. Offerors are required to have an active record in the System for Award Management (SAM) to be eligible for contract award.
