Area of Interest (AOI) for User Activity Monitoring (UAM) Centralization Prototype Other Transaction (OT)
Solicitation # DISA-OTA-27-R-UAM
The Defense Information Systems Agency (DISA) is seeking prototypes for a centralized, multi-tenant User Activity Monitoring (UAM) solution to replace fractured and non-interoperable systems within the Department of War. This effort, managed under solicitation DISA-OTA-27-R-UAM, aims to develop a scalable hybrid cloud and on-premises capability utilizing AI/ML. The resulting prototype must support secure multi-tenancy across NIPRNet, SIPRNet, JWICS, and SAP networks, ensuring individual organizations maintain exclusive control over their data, policies, and reporting. Key deliverables include a fully functional prototype based on desired solution attributes and a complete Technical Data Package containing all software source code developed at government expense. This project is a Prototype Other Transaction awarded under 10 U.S.C. 4022 and is not subject to the Federal Acquisition Regulations. Proposals are evaluated based on merit and the potential to rapidly enhance warfighter capability, with a preference for performance periods of three months or less. Mandatory requirements include CMMC Level 2 (Self) certification, currently enforced via NIST SP 800-171 Revision 2 self-assessments. While Non-Traditional Defense Contractors with pending SAM.gov registrations may submit Phase 1 Solution Briefs by the extended deadline of October 29, 2026, a fully validated registration is required prior to any agreement award. Submissions must include an Affirmation of Business Status Certification utilizing the Unique Entity Identifier.

The Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA) will utilize a contractor to implement the Intermodal HazMat Intelligence Portal (HIP). HIP is part of the Intermodal HazMat program, a U.S. Department of Transportation multi-modal data integration and risk analysis program. The HIP is an eBusiness initiative that will allow various U.S. DOT modal Administrations and the U.S. Coast Guard (USCG) to share data, collaborate, and monitor business processes. This initiative will also support the President?s Management Agenda and other federal eGov strategies and initiatives. The Intermodal HIP will allow stakeholders to make sound decisions to improve safety performance and reduce risk in the safe, secure, and reliable transport of HazMat. This will be achieved by expanding analytical capabilities through the use of Oracle Business Intelligence Enterprise Edition (OBIEE) and establishment of a data warehouse to co-locate federal, state and commercial HazMat data. The HIP requirements are detailed in the Statement of Work (Section C of solicitation DTPH56-08-R-000001). Direct all inquires regarding this announcement to the PHMSA Office of Contracts and Procurement to the attention of BOTH Mr. Glen Vierk, Contract Specialist, via email at glen.vierk@dot.gov and Warren Osterberg, Contracting Officer, via email at warren.osterberg@dot.gov. Inquires will only be accepted via email. Any inquires made to other Government officials identified in the Request for Proposal are strictly prohibited.
