In accordance with FAR 5.201, the General Services Administration (GSA), Federal Acquisition Service is herby synopsizing the following proposed commercial item contract action: The General Services Administration (GSA), Federal Acquisition Service (FAS), Region 3, Philadelphia intends to purchase through other than full and open competition pursuant to FAR 6.302-1 LingoLogix GoCode. In accordance with FAR 8.401(d), for administrative convenience, this open market item will be purchased through a competitive GSA IT 70 Schedule buy. The order will be issued as a Time and Materials type order. Summary of the Requirement: The requiring activity is the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). The VA requires implementation and test support for a pilot, computerized coding system which will utilize Lingologix GoCode. The contractor will be responsible for 1) testing the accuracy and consistency of GoCode E&M coding software; 2) evaluating the impact and value add of GoCode software on clinician and HIM VHA workflow and processes; and 3) creating a searchable database of codified encounter notes that can be used for decision support and analysis. The period of performance for this requirement is to be determined at this time. Summary of the Justification for Other than Full and Open Competition: In accordance with FAR 6.302-1(c), this acquisition uses a brand name description or other description to specify a particular brand name, product, or feature of a product, peculiar to one manufacturer. The use of such descriptions in the acquisition is essential to the Government?s requirements, thereby precluding consideration of a product manufactured by another company. The VA requires a commercial, automated coding tool that has all of the following functionalities/capabilities: ? Natural Language Processing (NLP) capability ? Configurable to custom rules ? Automated E & M coding in production environment ? Complete workflow automation ? Interpret complex expressions ? Coverage of all of Internal Medicine practice areas ? Operates inside client agency electronic security perimeter ? Searchable record archive ? Semantic and Ontology based logic ?
