The Small Business Administration (SBA) plans to conduct a public-private competition aimed at selecting a provider for the modernization, hosting, administration, and management of the Loan Management and Accounting System (LMAS). This initiative aligns with the objectives of the May 2006 Competition Framework for Financial Management Lines of Business Migrations and involves both private sector vendors and public Shared Services Providers (SSPs). The SBA has adopted the "7-Steps to Performance Based Acquisition Methodology" to guide the identification and procurement of the optimal LMAS solution and service provider. Prior to solicitation development, extensive market research was performed to gain insights on industry capabilities, best practices, and acquisition strategies, involving a broad range of industry participants, federal, and commercial shared service providers. Following this market research and a pre-solicitation notice issued in September 2007, the SBA determined that leveraging the GSA Schedule 70 would best meet its requirements. Consequently, proposals will soon be solicited from a carefully selected competitive pool that includes companies with a GSA Schedule 70 and public sector SSPs capable of providing services through inter-agency agreements. The solicitation for this contract, with the reference number LMAS-001 and NAICS code 518210, was posted in early January 2008. The point of contact for interested parties is Joanie F. Newhart, who can be reached via email or phone. This acquisition reflects SBA’s commitment to leveraging performance-based contracting for efficient modernization of its financial management systems.

The Small Business Administration (SBA) is providing notification, consistent with Guiding Principle 2.b.ii.A of the May 2006 Competition Framework for Financial Management Lines of Business Migrations, of its intent to conduct a public-private competition for financial management shared services that includes modernization, hosting, administration and application management of SBA?s Loan Management and Accounting System (LMAS). Private sector participation will be sought using the Federal Supply Schedules in accordance with the procedures of FAR Subpart 8.4. Public sector participation will be obtained from Public Sector Shared Services Providers (SSP). SBA is using the ?7-Steps to Performance Based Acquisition Methodology? for identifying the LMAS solution and the solution-provider. Prior to developing this solicitation, SBA conducted extensive market research as part of Step-2 of the 7-Steps process. The purpose of this research was to (1) educate SBA on industry capabilities, best practices, and experiences of other organizations on similar endeavors as well as acquisition approaches utilized and (2) develop the solicitation and an acquisition strategy (Step-3 of the 7-Steps process). The research included a large number of participants from a wide sector of industry as well as Federal and commercial shared services providers. A pre-solicitation notice was also published on FedBizOpps in early September, 2007. Based on all the responses to the pre-solicitation notice, SBA determined that an acquisition strategy based on GSA Schedule-70 is best suited to support its needs. Please be advised that SBA will soon be requesting proposals from (1) a select group of companies who were deemed to be viable competitors and possess a GSA Schedule ? 70 and (2) a select group of public Shared Services Providers (SSPs) who can provide the required services using Inter-Agency Agreements, collectively the ?Competitive Pool? (Step-4 of the 7-Steps process).
