NASA/MSFC intends to purchase these licenses from Phoenix Integration Inc. on a sole source basis. Phoenix Integration, Inc. has the only software capable of meeting the demands of the required workload. This software provides two perpetual unlimited licenses which can later be expanded, if needed, whereas other software companies restrict usage or exceed the operating cost of ModelCenter. The specific off-the-shelf design is uniquely manufactured by Phoenix Integration, Inc. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Sabrina Pearson at contact@example.gov, or fax to +1 (555) 000-0000 no later than 4:00 p.m. CST on August 29, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
