The National Nuclear Security Administration Service Center's Information Technology Department intends to award a sole source contract to the National Security Agency for the supply of 130 Enchanged Crypto Cards (KSV-21). This acquisition is driven by the obsolescence and limited manufacturing capability of the existing Fortezza Plus Crypto Cards (KOV-14), which do not support STU-III interoperability following its phase-out. The KSV-21 cards will serve as a direct replacement, maintaining similar management and usage protocols. The contract will be a firm fixed price type with an estimated value of $39,000 for the basic period of performance. This sole source award is authorized under Section 303(1) of the Competition in Contracting Act due to the unique ability of the National Security Agency to provide the required crypto cards. The announcement serves as a notice of intent and not a solicitation for competitive proposals. Interested firms that believe they can provide an equivalent product or service have until May 23, 2008, 3:00 pm Mountain Time to submit a letter of interest challenging the sole source decision. Challenges must include justification and pricing information, and submissions must be sent to the DOE/NNSA Office of Business Services, HQ Acquisition Department, with the specific reference number DE-AI52-08NA28817. All questions should be directed to the Contract Specialist, Ms. Joyce Capel-Smith.
