The Export-Import Bank of the United States is issuing a sole source solicitation for the renewal of online access services provided by West Group, covering web and software platforms that include comprehensive access to federal, civil, and state statutory laws, regulations, case opinions, administrative guidance, legislative materials, law reviews, treatises, and other reference materials. The contract will also encompass provision of passwords, full training, search advice, and technical support. West Group has been identified as the only source offering unique and extensive search, validation tools, cross-references, topical indexing, and classification capabilities that are unmatched by other systems. The service period is set from October 1, 2002, through September 30, 2003, with the procurement conducted under the Simplified Acquisition Procedures and the authority of FAR 6.302-1. Interested parties are invited to submit written responses within fifteen calendar days to demonstrate the availability of any comparable alternative sources. These responses must include sufficient descriptive literature to establish capability and must be submitted in writing, as telephone responses will not be accepted. Award is contingent upon the availability of fiscal year 2002 funding and will be made to West Group unless another qualified and responsible source is identified that can meet the delivery requirements. The solicitation is not a request for proposals but a notice to confirm if other potential sources exist, with Leah Armstrong designated as the point of contact for this acquisition.
