Pre-Solicitation Notice Description The Network Contracting Office (NCO21) plans to issue a Request for Proposal (RFP) for the development of apps for Android and iphones in support of VA National Center for PTSD activities, located at the VA Palo Alto Health Care System. The intent will be to sole source this award to an intended vendor who has been involved with and is already familiar with the team, their documentation style, their current code base (both for building new and adaptations to apps), the existing image repository, the 508 requirements for mobile apps (as interpreted by the VA, which was only defined by using their apps as test cases for the 508 office to figure out how the law should be applied to mobile apps). This firm is also local, which greatly improves the speed at which the Center can come up with collaborative designs. All work has been developed by and with this company including all licensing agreements. If the PTSD Center goes with another company, additional costs will be incurred for additional licensing agreements, plus costs to bring them up to speed. However, interested firms may make an inquiry, especially as the foregoing situation may change in the future due to constant and unforeseeable changes in technology. The solicitation number for this RFP is VA261-13-R-1292. The solicitation will be issued on or about July 12, 2013 with an anticipated proposal due date of July 26, 2013. The NAICS is 541511 and the size standard is $25.5 million. This will be a onetime firm fixed priced contract. Contractors must be registered in System for Award Management (SAM) at www.sam.gov. All questions must be submitted in writing and emailed to contact@example.gov DISCLAIMER This Pre-Solicitation notice is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this notice that is marked as proprietary will be handled accordingly.
