Full Description

Notice of Intent to Sole Source In accordance with FAR 13.106-1(b), the Department of Veterans Affairs at The James A. Haley Veterans' Hospital, 13000 Bruce B. Downs Blvd, Tampa, FL 33612 intends to negotiate a single source procurement with OthoView LLC for Orthopedic software, licenses and installation. Orthopedic surgeons at the medical center are unable to complete joint replacements. Currently there are approximately 86 cases on hold awaiting a digital pre-operative planning system for x-ray imaging. The urgency and nature of the acquisition, as documented in the attached "Justification and Approval For Other Than Full and Open Competition," requires the use of the authority cited in item 4 of the document (FAR 6.302-1); and for this contract action deems only one source reasonably available for the time frame of this announcement. The period of performance is 12 months with options to extend services. The Government believes no other application is fully established, tested, proven with an enterprise deployment of Philips iSite PACS across seven (7) VA Facilities with over 800,000 annual radiology exams. Please review additional mandatory requirements in item 5 of the attached document that supports OthoView as the only vendor that can respond to and satisfy the agency's urgent requirement. Interested vendors may identify their capability to respond to this requirement by Tuesday, July 2, 2013 at 11:00 AM EST. Such capabilities will be used solely for the purpose of identifying sources for future contract actions. All information shall be furnished at no cost or obligation to the Government. A determination to open this requirement as full and open competition based upon responses to this notice is solely within the discretion of the Government.
