To that effect, the USGS intends to negotiate on a sole source basis with Instrumental Software Technologies, Inc. of New Paltz, NY. Concerns responding to this pre-solicitation must furnish concise responses directly to the requirements mentioned above and are invited to submit capability statements no later than the closing date of the announcement.
