The FISC Norfolk Contracting Department in Philadelphia seeks to continue the development and deployment of the Law Enforcement Information Exchange (LInX) Program in support of the Naval Criminal Investigative Services (NCIS) across multiple regions, including Washington State, Hawaii, Hampton Roads, Texas, Florida/Georgia, and the National Capital Region. The program facilitates collaboration between NCIS and local and state law enforcement agencies by integrating criminal records and investigative information into a consolidated regional database to enhance officer and public safety, and to support the deterrence of criminal and terrorist activities. This acquisition will be conducted as a sole-source contract with Northrop Grumman Information Technology under the authority permitting only one responsible source, covering an interim period from May 1, 2006, to November 1, 2006, with options to extend to February 1, 2007. The LInX system is expected to reach initial operating capability or completion during this timeframe, completing the necessary data extraction, testing, and production deployment. The interim labor hour contract bridges the gap until a competitive follow-on solicitation is issued. This subsequent contract is anticipated to be an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for ongoing maintenance, deployment, and operation of the LInX Program at existing sites and at least three new sites, including New London/Groton, New Mexico, and San Diego. While this notice is not a request for competitive proposals, the government invites interested parties to express their interest or capability within 45 days of the announcement for consideration in determining whether to pursue competitive acquisition. The government reserves sole discretion on whether to compete the contract based on responses received.

This competitive follow-on acquisition will result in an Indefinite Delivery, Indefinite Quantity type contract and will require the maintenance of the LInX Program within the aforementioned sites, as well as the deployment and operation of the LInX Program at a minimum of three new sites including, but not limited to, New London/Groton, New Mexico, and San Diego. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
