The Western Area Power Administration seeks to purchase webRTO, a specialized product and service designed to interface with an existing Etagging and Websweep system. The product, offered exclusively by Open Access Technology Incorporated of Minneapolis, MN, functions as a market data integration hub and data warehouse. It supports ad-hoc queries and decision-making related to Regional Transmission Organization (RTO) markets in the energy sector. Due to the nature of the requirement, no solicitation document is issued and telephone inquiries will not be accepted. However, firms confident in their capability to supply webRTO products for the required interface may submit written notifications to the Contracting Officer within seven calendar days from the publication date, accompanied by detailed evidence of their ability to meet the specified requirements. This purchase aims to leverage webRTO’s established technology to enhance market data integration and decision support within RTO markets. The contracting process emphasizes a sole-source acquisition approach given the unique availability of the product, limiting competitive solicitation. Interested suppliers must provide substantive proof of compliance with the technical demands outlined, and standard contact procedures are limited to written communications only. This ensures that the Western Area Power Administration obtains a fully compatible and functional solution to support their current etagging and Websweep systems without the delays associated with a broader bidding process.
