Starting February 2006, the U.S. Army Corps of Engineers, Portland District, will discontinue the use of its current Electronic Bid Solicitations (EBS) system for posting contract solicitations. Instead, all solicitation information will be distributed exclusively through a new web-based system called FedTeDS, which is designed to protect acquisition-related information for all federal agencies. To access solicitations, all prospective contractors, subcontractors, plan rooms, printing companies, and suppliers must be registered with FedTeDS, which requires prior registration with the Central Contractor Registration (CCR). The registration process mandates providing a Marketing Partner Identification Number (MPIN), a DUNS Number or CAGE Code, a telephone number, and an email address. To obtain solicitation documents, users should first locate announcements on the Federal Business Opportunity website (FedBizOpps), where links to FedTeDS solicitations will be provided. New users must register on FedTeDS before they can download solicitation files, and returning users simply log in to access the information. This new procedure applies to all firms interested in both prime and subcontracting opportunities. The Portland District’s office responsible for this change is located in Portland, Oregon, and all contractors must comply with these new requirements to participate in upcoming solicitations.

General Info

Starting February 2006, Portland District requires FedTeDS registration for bid solicitations access.
