The Department of Defense, specifically the United States Air Force's 55th Contracting Squadron supporting USSTRATCOM, plans to award a sole-source purchase order for the annual renewal of technical and version upgrade support for StarTeam Universal and Enterprise Servers, along with client maintenance support. This contract covers the period from October 1, 2003, through September 30, 2004. Following market research, Spectrum Systems Inc., located in Fairfax, Virginia, is identified as the sole responsible source due to its proprietary rights linked to encryption algorithms, source code, data formats, design documents, and installed software. These proprietary rights restrict competition under the Federal Acquisition Regulation to ensure continued support and maintenance of previously installed software crucial to USSTRATCOM operations at Offutt AFB, Nebraska. A formal justification for limiting competition has been approved, so no solicitation will be issued, though interested parties may express interest or submit proposals. This procurement is designated as an FY 2004 requirement; however, funds for this contract have not yet been appropriated. Price quotations are to be submitted by October 3, 2003, via fax or email to the contracting officer, with no telephone inquiries accepted. The decision not to compete this procurement is at the sole discretion of the government, emphasizing the necessity to maintain uninterrupted technical support for these critical systems under Spectrum Systems’ proprietary control.
