The Department of Homeland Security, through FEMA's Logistics Management Directorate, is conducting market research via a Request for Information to identify cloud-based Software-as-a-Service solutions for the transition, implementation, operation, maintenance, and modernization of the Supply Chain Management System. The system is designed to support disaster logistics operations, including warehouse and transportation operations, inventory management, in-transit visibility, point-of-distribution support, and financial reconciliation. The scope encompasses recurring SaaS licensing, cybersecurity and system authorization support, and optional surge capacity to handle disaster-response requirements. Technical requirements include FedRAMP High certification, compliance with DHS Enterprise Architecture, and adherence to Section 508 accessibility standards. The anticipated period of performance consists of one 12-month base period with four 12-month option periods. While most work will be performed at the contractor's site, some activities may occur at FEMA Headquarters in Washington, D.C., or facilities in Virginia. This RFI is for planning purposes and is not a formal solicitation; however, interested parties must submit a narrative response, a Vendor Streamlined Profile Matrix, and a Targeted Market Research Questionnaire by January 4, 2027. The Department of Defense, specifically the W6QM Micc Ft Lee, awarded a contract to Vovici for the provision of survey software under solicitation number 0010068192. This action was executed as a sole source award under FAR 6.302-1, as Vovici was determined to be the only responsible source with the unique capabilities required to satisfy the agency's specific needs. Prior to the award, the agency conducted market research by publicizing a sources sought notice on GSA and an intent to sole source on FBO. Although two vendors submitted capability statements during the initial phase, a technical team determined they could not meet all specifications, and no further responses were received during the subsequent notice period. Full Description

This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. A sources sought was publicized on GSA to determine if any vendors were capable of meeting the activity's specifications. Two (2) interested vendors submitted capability statements and were reviewed by a tech team. The tech team concluded that these vendors were unable to meet all the specificiations. An intent to sole source was publicized on FBO that gave the industry three (3) business days to respond with capability statements if they believed they were capable of performing these duties. No responses were received. This request has been awarded to Vovici for this survey software.
