The Department of Defense's Mission & Installation Contracting Command at Fort Drum seeks to procure process improvement and strategic planning services to enhance the efficiency and quality of organizational activities related to their existing work coordination systems (WCS). These systems were originally developed and are maintained by Intergraph Government Solutions Corporation (IGS), which holds the intellectual property rights to the source code, limiting modifications and new module implementations solely to IGS. The government retains unlimited rights to use the software but cannot alter its source code independently. This contract is a sole source procurement intended to continue leveraging IGS’s proprietary software and approvals from previous contracts. Potential interested parties are invited to demonstrate their capabilities and qualifications regarding similar future requirements by submitting relevant information by August 10, 2012; however, this submission is solely for informational purposes, with no compensation offered. The solicitation did not specify a set-aside status, and the established NAICS code for this acquisition is 541511, covering custom computer programming services. Communications concerning the solicitation are directed to Contract Specialist Kelli Rinard at the MICC-Fort Drum office. The contract underscores the unique position of IGS as the only entity authorized to modify the existing WCS due to data rights, ensuring continuity and specialized knowledge in ongoing system support and enhancements.
