The Department of Veterans Affairs (VA) is preparing to re-solicit the Benefits Enterprise Services (BES) requirement under solicitation number 36C10B25Q0057 via the GSA Alliant 2 Governmentwide Acquisition Contract (GWAC), with an anticipated solicitation release targeted for February 13, 2026. The effort supports modernization and ongoing support of the Benefits and Memorials (BAM) Portfolio, including the Benefits Integration Platform (BIP) and various associated IT systems that deliver benefits and services to Veterans. The contract envisions a base period of performance of 12 months, followed by two 6-month option periods. Notable revisions to the Performance Work Statement (PWS) include a reduction of the transition support period from six to three months and a redefinition of the Appeals Help Desk support as a firm fixed price optional task specific to that function. The VA continues to evaluate multiple acquisition strategies aimed at enhancing IT support services efficiency, with related planned future acquisitions addressing the Benefits Appeals and Memorial Services segments. This planned contract encompasses comprehensive technical and management responsibilities such as agile development, systems integration, DevSecOps support, cybersecurity compliance, and ongoing operational support for various Veterans appeals, memorials, finance, and benefits management systems. Technologies involved range from integrations with platforms like Caseflow and eMPWR-VA to cloud-native transformations consistent with VA’s cloud computing policies and enterprise design patterns. The acquisition mandates strict adherence to federal cybersecurity and privacy standards, including VA Directive 6500 and 6517, FIPS protocols, NIST frameworks, and Section 508 accessibility requirements. Contractor personnel must be US-based and comply with detailed security clearance, data protection, and supply chain integrity requirements. Inspection and acceptance criteria hinge on compliance with technical quality, security, and usability standards, supported by monthly reporting and milestone deliverables. Questions regarding this procurement are to be submitted by January 22, 2026, to the designated Contract Specialist. The contract also emphasizes engagement with Service-Disabled Veteran-Owned and Veteran-Owned Small Businesses, consistent with federal socioeconomic policies and VA-specific directives.
