NOTICE OF INTENT TO SOLE SOURCE

Proposed Awardee: Modus Health LLC
The Department of Veterans Affairs, NCO 1, on behalf of Jamaica VA Medical Center, intends to award a sole source contract to Modus Health LLC, 6100 219th St SW Suite 480 Mountlake Terrace, WA 98043 for continuation of StepWatch Activity Monitor data processing, cloud analytics, MDM services, remote training, and validated algorithmic data cleaning required for the CSP2017 Pivotal Percutaneous Osseointegrated Prosthesis (POP) Study conducted through Jamaica Plain VAMC.
The StepWatch system, including its proprietary data processing algorithms, CSP specific cloud environment, UDI matched device compatibility, and validated longitudinal mobility metrics pipeline, is uniquely owned and controlled by Modus Health and cannot be replicated or lawfully provided by any other vendor. Substituting another brand or analytics solution would require protocol changes, re validation of study endpoints, and would break comparability with multi year data already collected under previous contract 36C24121P0844. The prior period ended July 8, 2026, and uninterrupted continuation beginning August 1, 2026 is mission critical to the clinical trial s scientific validity. This action is therefore justified under FAR 13.106 1(b) as a sole source procurement, fully supporting VA s statutory research mission under 38 U.S.C. § 7303.
This notice is issued solely for information and planning purposes. It does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP).
Interested parties who believe they can provide StepWatch compatible services must submit a capability statement detailing:
Demonstrated ownership/licensing of StepWatch compatible hardware, software, and validated analytics
Ability to provide CSP-specific datasets without protocol changes or re validation
Proven capability to deliver identical proprietary outputs required by the POP Study
