AI Contract Overview
The Department of Veterans Affairs is conducting market research through a Request for Information (RFI) titled VA Enterprise Artificial Intelligence (VA-26-00070193), solicitation number 36C10B26Q0485, issued under NAICS code 541512 for computer systems design services. The RFI seeks information from industry on AI-powered work environments designed for knowledge work, data analysis, code generation, and automation, with a strict requirement for commercial solutions that avoid government-unique technical requirements. The desired capabilities must provide direct, programmatic API access to advanced large language models and managed AI agents from U.S.-based organizations, ensuring interoperability with Azure and AWS environments within the VA Enterprise Cloud. The scope explicitly excludes enterprise applications with embedded AI, domain-specific tools like ambient scribe, cloud infrastructure, on-device AI, self-hosted open-source models, and custom model training. Compliance with VA Directive 6500 and federal regulations is mandatory, particularly for systems handling Protected Health Information and Personally Identifiable Information, with all solutions required to be capable of obtaining a VA Authority to Operate. Respondents must be prepared to provide detailed company information including legal name, address, point of contact, phone, and email, along with business size status and proof of SBA VetCert verification for Veteran-Owned or Service-Disabled Veteran-Owned Small Businesses. The submission must include the SAM Unique Entity Identifier, NAICS codes, and details of any existing contractual vehicles such as GSA or NASA SEWP. Contractors must demonstrate compliance with VAAR 852.219-75 regarding limitations on subcontracting. All responses must be submitted via email by 1:00 PM Eastern Time on June 9, 2026, and are limited to 20 pages excluding cover and appendices, formatted in Microsoft Word with 11-point font and one-inch margins. The RFI strictly prohibits marketing materials and generic capability statements. The procurement is currently in the market research phase with no firm procurement decision made, and responses will inform future acquisition strategy. Primary contact for submissions is Joseph Jones at Joseph.Jones6@va.gov, with a secondary point of contact Amber Quivers-Davis. The procuring office is the Technology Acquisition Center located in Eatontown, New Jersey.
