DA10--Ambient Scribe Enterprise IDIQ (VA-26-00012979)

The Department of Veterans Affairs is pursuing a competitive acquisition for the Ambient Scribe Enterprise IDIQ (VA-26-00012979) to provide a cloud-hosted, Commercial Off-the-Shelf (COTS) ambient dictation Software as a Service (SaaS) solution. This AI-enabled system is designed to run passively on government or bring-your-own-device equipment during clinical encounters to generate draft clinical documentation in near real-time, with a maximum two-minute turnaround. The solution must integrate with the VA Electronic Health Record (EHR) to support pre-charting and the automatic insertion of notes, and it must be compatible with MS Windows, Apple iOS, and preferably Android OS. The contract will be structured as an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order (MATO) contract, with individual task orders issued on a firm-fixed-price basis. Key technical and security requirements include FedRAMP compliance and the necessity of an agency-issued Authority to Operate (ATO) from the VA, as a Joint Authorization Board (JAB) ATO is not acceptable. The contractor must maintain operations within the United States and ensure all personnel are subject to VA security investigative and clearance requirements, including the signing of the VA Information Security Rule of Behavior. Due to the handling of protected health information, a signed Business Associate Agreement is required. Performance will be delivered to VA locations across all 50 states, Puerto Rico, and Washington D.C.
