The Great Lakes Acquisition Center (GLAC) intends to enter a sole source contract with Payton Merger Sub II, LLC for AudioCare TM-Communicator software license renewal maintenance and support. Payton Merger Sub II, LLC is the only vendor authorized to provide AudioCare TM-Communicator licensing and support. This notice of intent is not a request for competitive quotes. AudioCare TM-Communicator software is already in use. This request is for sustainment of an existing service. This acquisition is conducted under the authority implemented in FAR 8.405-6(a)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. This will be a firm fixed price contract for a one-year base plus four one-year options. The North American Industry Classification System Code (NAICS) is 513210 with a business size standard of $47.0 Million. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available, and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer by 10:00 AM Local Time (Central) July 10, 2026. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information must be sent to the Contracting Officer, Richard Ruffin, richard.ruffin@va.gov. Responses received will be evaluated, however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Officer will proceed with the sole source award to Payton Merger Sub II, LLC.
