AI Contract Overview
The Department of Veterans Affairs, through its Technology Acquisition Center in Eatontown, New Jersey, issued a Sources Sought Notice for the NeoSoft suiteHEART Cardiac Magnetic Resonance (CMR) image processing software under solicitation number 36C10B26Q0320, with Amendment 1 closing the notice on April 14, 2026. The requirement is for a brand-name-or-equal software solution to support advanced cardiac MRI analysis including ejection fraction, 4D Flow, myocardial tissue characterization, strain analysis, mapping, and perfusion for stress testing, with delivery and installation on a local VA server. The software must be licensed for one non-concurrent user at start, with an option for two subsequent 12-month extensions, all delivered electronically with licensing provided within five business days of order. The solution must fully comply with VA-specific security mandates including Zero Trust Architecture, IPv6-only network operations, Trusted Internet Connections 3.0, VA Technical Reference Model, and Section 508 accessibility standards. Any use of generative AI in development or operation is strictly prohibited with sensitive VA data, and all outputs must be independently verified for bias and accuracy as required by Executive Order 14319 and OMB M-26-04. The Government retains unlimited rights to all software, algorithms, and data produced under the contract, and SSNs must be replaced with the VA’s Internal Control Number. Responses to this notice were solicited electronically via email to designated VA contracting personnel by April 14, 2026, with submissions limited to a maximum of seven pages and required to include the Unique Entity Identifier (UEI), company size status under NAICS 513210, and socioeconomic certifications if claiming small business, VOSB, or SDVOSB status. No pricing data was available as this was a pre-solicitation market research action, and no contract award will result from this notice. Instead, the Government plans to refine its requirements based on industry feedback and issue a future solicitation via the GSA eBuy portal. Technical performance will occur at the Miami VA Medical Center under VISN 8, with administrative oversight managed from the contract office in Eatontown, NJ. Contract administration responsibilities are assigned to Diana Armesto as the contracting officer and Sherry Cato as the contracting specialist, though the Contracting Officer’s Technical Representative and Program Manager will be designated at award.
