The South Dakota Bureau of Human Resources and Administration is soliciting proposals for a commercial off-the-shelf Learning Management System to support professional development and training for employees and citizens across all state agencies. The required solution must include the software, comprehensive training for state personnel, and ongoing maintenance and support via an annual user license agreement. Offerors may propose a state-hosted solution, a vendor-hosted solution, or both, though separate proposals are required for each hosting model. The procurement process requires all IT-related purchases to be approved by the Bureau of Information and Technology, and the final product must integrate with the state's standard identity management single sign-on using OpenID Connect or OAuth 2.0 and conform to Web Content Accessibility Guidelines 2.1 Level AA. Proposals are due by December 7, 2026, and will be evaluated based on technical approach, resources, past performance, personnel qualifications, and BIT approval using subjective judgment. Awarded vendors must maintain three million dollars in cyber liability insurance for three years following project completion and certify that they are not debarred or owned by prohibited foreign entities from specific countries including China, Russia, and Iran. The state will conduct security and performance testing as a condition of acceptance, and any security issues discovered during user acceptance testing are grounds for non-acceptance. The anticipated award decision and contract negotiation date is February 2, 2027.
