AI Contract Overview
The Department of Veterans Affairs, through Network Contracting Office 16, is seeking market research information for a secure, automated digital imaging solution to replace inefficient CD-based transfers of radiology data across VISN 16 facilities. The initiative aims to enable bidirectional, peer-to-peer exchange of DICOM images, radiology reports, and orders between VA medical centers and community care providers without relying on cloud storage or FedRAMP-certified environments. The solution must be fully federated, use FIPS 140-2 validated encryption for all data transfers, and integrate seamlessly with existing VA systems including VistA Imaging, CPRS, and the Laurel Bridge Compass router, as well as community PACS and future Cerner platforms. Automated patient matching, MRN reconciliation, and the creation of VA accession numbers are essential, along with the ability to locate and retrieve prior imaging studies from community providers based on appointments, procedures, or consults, even when the specific facility is unknown. The system must support Class II HL7 interfaces, API/FHIR, and DICOM standards while ensuring no VA data is stored, processed, or hosted externally. Full deployment across all eight VISN 16 medical centers must be completed within 150 days of award, with unlimited participation by community partners at no cost to them. All solutions must fully comply with VA cybersecurity policies, the Technical Reference Model, VHA 6550 requirements, and federal privacy laws including HIPAA, HITECH, the Privacy Act, and multiple sections of 38 U.S.C. governing confidentiality of medical records. Contractors must demonstrate direct experience with automated federated search, patient matching workflows, and integrations with VistA, CPRS, PACS, HL7, DICOM, FHIR, and APIs. The offering must not involve cloud infrastructure, and all software used must be on the VA-approved TRM list. Contractors must confirm their business size under NAICS 541519, provide SAM registration details, and prove OEM authorization if acting as a distributor. Detailed narratives on solution architecture, security posture, and implementation plans are required, along with a fully completed VHA form 6550. Response submissions must include estimated pricing for budgetary purposes and be sent via email by June 16, 2026, with all questions due by June 10, 2026. This request is strictly for market research and does not constitute a solicitation or commitment to award a contract,
