The U.S. Navy’s Fleet Readiness Center East is seeking to award a sole-source purchase order to Clarity Communications Group LLC, doing business as Segra, for the connection and maintenance of four existing strands of single-mode dark fiber located in Havelock, North Carolina. Segra is identified as the original equipment manufacturer of the dark fiber infrastructure and holds exclusive rights to provide the necessary services, justifying the sole-source justification under FAR Subpart 6.103-1(b) due to the lack of alternative sources capable of meeting the agency’s technical and operational requirements. The work is critical to ensuring reliable communication support for an off-site location tied to the existing fiber network. This notice of intent does not constitute a solicitation for competitive bids, but responsible parties may submit a capability statement within five calendar days of the publication date to be considered for potential reevaluation of the procurement approach. All submissions will be evaluated solely to determine whether a competitive process is warranted, and the government retains full discretion over whether to proceed with or without competition. The procurement is identified under solicitation number N68520-26-JC00000-0097, with a response deadline of May 22, 2026, and falls under the NAICS code 517111. The primary point of contact for inquiries is Jessica Franceschini of the Department of the Navy, reachable via email at jessica.d.franceschini.civ@us.navy.mil. No set-aside provisions are applicable for this acquisition.
