The Department of Energy (DOE) intends to procure an annual subscription to the PetroCast Live! Market Database from Industrial Information Resources (IIR), LLC, through a non-competitive contracting process due to the unique nature of the service and the lack of alternative sources. This procurement covers databases and services including refinery capacity tracking, turnaround data, future capacity forecasts, research hotline access, and online delivery with up to five seat licenses. The initial contract period is from January 15, 2015, to January 14, 2017, with the possibility of three additional one-year option periods. The justification for using a sole source is based on the Competition in Contracting Act, which allows exceptions when only one responsible source can fulfill the agency’s requirements. The notice serves as an announcement and not as a solicitation for proposals, though interested parties are invited to submit capability statements and pricing information within 15 calendar days from the notice publication to be considered. All responses must be submitted in writing via email by January 29, 2015, at 1:00 PM Eastern Time, addressed to the Contract Specialist specified, with a clear subject line referencing the notice. The government retains sole discretion to decide whether to open the requirement to competitive bidding based on the responses, which will be used exclusively to assess the necessity of a competitive process.
