Request for Information - DCSA Personnel Vetting (PV) Fieldwork Services Requirement
Solicitation # RFIPVField2027
The Defense Counterintelligence and Security Agency (DCSA) is issuing this Request for Information (RFI) to gather industry feedback for a Personnel Vetting (PV) Fieldwork Services requirement. The scope involves providing all labor and cleared personnel necessary to conduct background investigations and PV products using the Personnel Investigations Processing System (PIPS). The proposed contract structure consists of a five-year base period followed by five one-year option periods. While the work will primarily leverage virtual capabilities, the contractor must be capable of providing in-person interviews across the United States and potentially internationally, including support for various languages. The government intends to use a best-value tradeoff evaluation across two distinct tracks. Workload allocation will initially be based on the lowest unit price, with semi-annual performance evaluations using a dynamic points system that weights price, timeliness of delivery, quality of products, and pending inventory age. Strict security and cybersecurity standards are required, including CMMC Level 2 Third-Party Assessment compliance and adherence to DFARS 252.204-7012 for safeguarding covered defense information. All materials containing personally identifiable information must follow rigorous double-wrapping, manifesting, and tracking protocols. The government maintains final authority over the inspection and acceptance of all investigative products based on DCSA policies and quality assessment standards.

DCSA Background Investigation Fieldwork Services DRAFT SOLICITATION This is a draft solicitation intended to provide interested Contractors with an opportunity to highlight potential issues and recommend changes prior to the release of the formal solicitation in the first half of calendar year 2022. The Government is not seeking offers at this time. Instead, Contractors that wish to respond to this notice must use the attached Industry Feedback Form (Attachment 21). Although the Government does not anticipate providing responses to questions posed in response to this draft solicitation, it will consider all feedback provided in accordance with these instructions. The formal solicitation will differ from this draft solicitation in multiple respects, including, but not necessarily limited to, the following: The Government will release two, nearly identical solicitations concurrently, against which it anticipates awarding two single-award, indefinite-delivery/indefinite-quantity (IDIQ) contracts (one per solicitation). Each IDIQ will have the same five (5)-year ordering period, equal guaranteed minimum contract values (anticipated: $150,000,000), and equal maximum contract values (anticipated: $2,250,000,000). (See section I.2. of the Instructions to Offerors for additional information on this topic.) Interested Offerors will have access to a virtual reading room to review pertinent documents designated as controlled unclassified information. The Government will release the formal solicitation as a combined synopsis/solicitation and include the information required by Federal Acquisition Regulation 12.603(c)(2). The formal solicitation will include a wage determination pursuant to the Service Contract Labor Standards, which Offerors must take into account when pricing their proposals. Placeholders, which are indicated by [brackets], will be replaced with updated information under the formal solicitation. To provide feedback to this draft solicitation, Contractors must submit the Industry Feedback Form (Attachment 21) to the referenced Government point of contact by the stated deadline. The Government will not consider feedback provided outside of the Industry Feedback Form, and may not consider late responses.

DCSA INNOVATION GATEWAY
Solicitation # HS0021-26-CSO-DCSA
The Defense Counterintelligence and Security Agency (DCSA) Innovation Gateway, solicitation HS0021-26-CSO-DCSA, is a commercially focused initiative designed to partner with creative companies to solve critical mission challenges through prototype projects. Operating as a general announcement from June 23, 2026, through June 22, 2031, the program focuses on four primary technical priorities: Digital Transformation Enablement, Data Integration and Advanced Analytics, Cyber and Industrial Security, and Digital Workforce and Governance. Awards are issued as Other Transaction Agreements (OTA) in accordance with 10 U.S.C. 4022, requiring participants to be nontraditional defense contractors, small businesses, or provide significant cost-sharing. The procurement process is driven by separate Innovation Calls published via Sam.gov, and the government will only review proposals submitted in response to these specific calls. Interested parties must submit a Solution Concept Paper using the mandatory template, which is evaluated based on problem understanding, proposed concept and vision, and technical approach. The selection process consists of three phases: evaluation of concept papers, an optional full project proposal or demonstration, and collaborative negotiation for the final award. To be eligible, vendors must maintain active registration in the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE), possess any required security clearances specified in the call, and mitigate any organizational conflicts of interest.
