The Defense Counterintelligence and Security Agency is conducting an Industry Day to engage with potential vendors for a future Personnel Vetting Fieldwork contract initiative aligned with Trusted Workforce 2.0 and Federal Personnel Vetting Investigative Standards. Participation is open only to vendors with an active SAM.gov registration and a current NIST SP 800-171 self-assessment score uploaded to the Supplier Performance Risk System, ensuring baseline cybersecurity compliance under DFARS requirements. Vendors must also maintain or be able to obtain a Top-Secret facility clearance from DCSA, as this is a mandatory condition for performance. The event consists of a mandatory virtual briefing on June 15, 2026, to outline the draft architecture for fieldwork operations, followed by optional one-on-one sessions on June 22, with a virtual flex day on June 23 for scheduling accommodations. Registration and initial questions must be submitted by June 10, 2026, via email to designated DCSA points of contact, and include company details, attendee information, and preference for session format. Access to the restricted Fieldwork Contracts Draft Architecture, designated as Controlled Unclassified Information, requires approval through SAM.gov and submission of a company’s CAGE Code with the access request. This event is strictly informational under FAR 15.201, serving as a pre-solicitation exchange to gather industry insight and does not constitute a formal solicitation, request for proposal, or commitment to award a contract. Submission of supplemental questions after the event is permitted through June 25, 2026, but all feedback is considered non-proprietary and may be shared publicly with registered participants. The contracting office is located in Quantico, Virginia, with fieldwork performance primarily expected in Slippery Rock, Pennsylvania, and the NAICS code assigned is 33999. No set-aside provisions are in effect, and no financial estimates or award details are available at this stage.

Note: DCSA may provide future communications that address any significant requirement changes prior to the release of the draft RFP.

Update 6/17/2026: Posted Attachment 3 - Initial Questions and Answers

Description: Participate in the Defense Counterintelligence and Security Agency's (DCSA) PV Fieldwork Industry Day to explore a significant opportunity to support the Department of War (DoW). This initiative seeks to identify vendors who can provide Personnel Vetting products in accordance with Trusted Workforce 2.0 and the Federal Personnel Vetting Investigative Standards. DCSA is seeking vendors who can demonstrate a flexible, cost-efficient, and high-performance investigative workforce capable of meeting fluctuating workload surge demands. This includes strategic fieldwork optimization by prioritizing scheduling through the lens of capacity, productivity, geography, and risk management to ensure timeliness and quality standards are met.  Contractors will be expected to possess and maintain a Top-Secret facility clearance granted by DCSA.

ELIGIBILITY REQUIREMENTS (Updated 6/2/2026):

Participation in the DCSA PV Fieldwork Industry Day is restricted to vendors that currently possess an active System for Award Management (SAM) registration in SAM.gov and have a current self-assessment score uploaded to Supplier Performance Risk System (SPRS) verifying compliance with NIST SP 800-171.

The purpose of this two-part event is to provide industry partners with an overview of the upcoming requirement, discuss project scope, and gather industry feedback on the attached Draft Architecture.

EVENT OVERVIEW

This Industry Day will be conducted in two parts:

  • Part 1 (Virtual Briefing): Monday, June 15, 2026 - 9:00AM -10:30AM EDT

A general virtual session (MS Teams) to present the Requirement and Fieldwork Contracts Draft Architecture (Attachment 1).  A link will be provided to registered participants.

  • Part 2 (One-on-One Sessions): Monday, June 22, 2026 - 9:00AM – 4:00PM EDT

Optional hybrid individual sessions (In-Person: 131 Rebecca Lane, Slippery Rock, PA 16057, or Virtual) for vendors to discuss proprietary or sensitive approaches.  Slots are available in 45-minute increments (i.e., 9:00AM-9:45AM, 10:00AM-10:45AM, etc.).  Session time slots will be assigned on a first-come, first-served basis to eligible vendors who request a session during registration.

Note:  DCSA will maintain June 23, 2026, as an optional “flex” day (virtual only) to accommodate scheduling conflicts or high-volume demand.  Final session assignments will be confirmed via email following the registration deadline.

DCSA INNOVATION GATEWAY
Solicitation # HS0021-26-CSO-DCSA
The Defense Counterintelligence and Security Agency (DCSA) Innovation Gateway, solicitation HS0021-26-CSO-DCSA, is a commercially focused initiative to award prototype projects under Other Transaction Agreements (OTA) from June 23, 2026, through June 22, 2031. The program seeks creative partnerships to address critical mission challenges in four primary technical areas: Digital Transformation Enablement, Data Integration and Advanced Analytics, Cyber and Industrial Security, and Digital Workforce and Governance. The government will only accept proposals in response to specific Innovation Calls published via Sam.gov, such as Innovation Call 01 for Unified Application Access and Integration Prototypes. The selection process follows a three-phase approach: the evaluation of Solution Concept Papers, an optional phase for full project proposals or technical demonstrations, and a final phase of collaborative negotiation and award. Proposers must use the mandatory Solution Concept Paper Template, adhering to strict formatting and a six-page limit for technical sections. Eligibility for award requires compliance with 10 U.S.C. § 4022, active SAM registration with a Unique Entity Identifier, and registration in the Procurement Integrated Enterprise Environment (PIEE) for invoicing. Additionally, vendors must meet any security clearance requirements specified in the individual Innovation Call and address any potential organizational conflicts of interest. Successful completion of a prototype is determined by the government based on the fulfillment of technical goals, objective success metrics, or the achievement of operational utility that justifies a transition to production.
