The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price contract for Spare Radiodetection Dielectric De-Humidifier Parts or the National Logistics Support Center in Grandview, MO. The Government intends to make an award to the responsive responsible quoter providing the best value in accordance with FAR 12.203(c)(2). This is a brand name requirement.


Brand Name Justification:


The Dielectric Communications (Radiodection) brand is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. Dielectric Communications products are essential components of the WSR-88D Severe Weather Radar. The Humidity Elements detect the relative humidity coming from the dehydrator tower and the Interval Timers send a command to the dehydrator tower every 30 seconds to switch between towers (this keeps the buildup of humidity relatively low) and the Pressure Gauge provides accurate output pressure management support for the radar operations. Without the Dielectric Communications spare parts, the National Weather Service (NWS) would be unable to meet its Tri-Agency Agreement to provide internal and external stakeholders with spare parts for repair and replacement. The Dielectric Communications De-Humidifier parts are paramount to ensuring the NEXRAD system remains full mission-capable. If this requirement is not solicited for the Dielectric Communications spare parts, the mission impact would be significant, as the radar system could become inoperable due to a lack of compatible repair parts. If another brand were to be considered this would require NWS qualification testing and acceptance. This process is unacceptable at current time because it would require significant funding and labor resources of the NWS NEXRAD Retrofit Management Team.
