The Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to issue a sole source contract for maintenance services in accordance with FAR Part 13.501(a) to Optical Lab Software Solutions, Inc. (OLSS), 13515 N. Stemmons Fwy, Dallas, TX 75234-5765. OLSS is the manufacturer and sole distributor and service provider for the Defense Optical Fabrication Enterprise Management System (DOFEMS). Services will be performed at 18 authorized locations (10 Navy and 8 Army optical laboratories).


The required services shall provide laboratory activations or deactivations, software training, software maintenance, technical support services, and cyber security maintenance of the system per Department of Defense (DoD) and Defense Health Agency (DHA) guidance’s and Risk Management Framework (RMF) for the Lab Management System (LMS) and all associated software packaged to operate with or in support of the product known to the government as DOFEMS as well as web services between the government’s Spectacle Request Transmission System (SRTS) order entry system to ensure the DoD Optical Fabrication Enterprise maintains operational readiness to its beneficiaries.

This acquisition is being conducted under the authority of 41 U.S.C. 1901, utilizing Simplified acquisition procedures - a sole source acquisition using simplified procedures for the acquisition of commercial products and/or commercial services, as implemented by FAR 12.102(b). The Government intends to solicit and negotiate with only one source under these procedures.


Interested parties may identify their interest and capability to respond, however this notice is not intended as a request for competitive quotations from any source. Information received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on response received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice.
