The Lone Star College System (LSCS) issued a Request for Proposals (RFP 26-03-15 RFP) for acquiring a Degree Audit and Transfer Articulation System intended to support the System’s extensive network of campuses that serve over 80,000 credit students each semester across the greater Houston area. This system is designed to facilitate degree audit processes and streamline transfer articulation, thereby enhancing student success through efficient academic planning. Proposals are to be submitted electronically via the LSCS eBid system, with inquiries directed to Pamela Johnson, Senior Commodity Manager. The solicitation opened on April 24, 2026, with a submission deadline of May 19, 2026. LSCS emphasizes compliance with all special conditions and bid terms and evaluates vendors on a comprehensive set of criteria that includes purchase price, vendor qualifications, technical fit, user experience, and long-term cost, assigning a total of 100 points across various weighted factors. The award decision will utilize a trade-off approach, balancing cost against quality and system suitability. The contract includes detailed instructions on packaging, delivery, inspection, and acceptance, ensuring all goods conform to specified requirements. The place of performance and delivery is within the LSCS locations in Texas, with FOB terms specifying delivery to LSCS premises. The proposal evaluation prioritizes a combination of cost (30 points) and non-price factors (70 points), including integration capabilities, implementation approach, and vendor reputation. Vendor compliance with representations, certifications, and registrations such as SAM.gov and UEI is mandatory. The contract also contains provisions on work conditions, including site access, labor practices, waste management, and the requirement for continuous communication channels during the performance period. While the document lacks specific FAR clauses, it incorporates local government-style contract clauses covering changes, disputes, suspensions, payments, and contract termination. No formal contract type is declared, but fixed pricing appears implied. Notably, no socioeconomic set-asides or size status certifications are required, although preference is noted for Texas-based firms or those employing significant staff in the state. The RFP and contract framework reflect LSCS’s commitment to operational excellence, regulatory compliance, and responsiveness to evolving educational needs within a sizable public institutional infrastructure.
