AI Contract Overview
The Department of Defense Cyber Defense Command (DCDC) is soliciting a small business set-aside contract for the design, manufacture, and installation of high-quality branding and signage across both office and outdoor spaces at the Defense Information Systems Agency Headquarters in Fort Meade, Maryland. This effort, identified under solicitation HC102826R0029 and classified under NAICS code 541430, requires contractors to adhere strictly to Technical Exhibit 2, which provides existing designs, replacement specifications, and compliance requirements. All proposed signage must undergo digital proof and material sample submissions for written approval by the Contracting Officer’s Representative prior to fabrication, ensuring accuracy in dimensions, colors, fonts, and mounting hardware. The work includes full lifecycle management: removal of existing signage, fabrication and shipment, installation, and post-installation inspection with warranty support, all under a one-year performance period with delivery milestones set for July 10, 2026. The contract is structured as an IDIQ vehicle with firm fixed price terms, although specific pricing details are not yet provided and will be contained in the referenced CLIN Pricing Worksheet. The contract imposes rigorous compliance obligations including full adherence to ADA and Section 508 accessibility standards, DoD information security directives, and Controlled Unclassified Information handling protocols. Contractors must submit a Supply Chain Risk Management Plan and an Organizational and Consultant Conflicts of Interest mitigation plan as mandatory components of their technical proposal; failure to address either will result in elimination. All signage and embedded components must be uniquely identified with a two-dimensional Data Matrix barcode compliant with MIL-STD-130 and ISO/IEC 16022, including required data elements such as enterprise identifier and serial number, and all items must be marked and labeled in accordance with MIL-STD-129 for shipment and storage. The contractor must employ U.S. citizen personnel only, with uncleared individuals escorted at all times on-site, and comply with DISA security procedures, including mandatory training and a strict Vendor Termination Notice protocol for departing staff. Proposals must be submitted via email in a specific format—technical and price proposals in Word and Excel respectively—with multiple exclusions from the 8.5x11 inch page limits, and must be accompanied by a current SAM.gov registration screenshot. The offeror must be a certified small business eligible for the Total Small Business Set-Aside, with additional certifications including Service-Disabled Veteran-Owned, Women-Owned, Economically Disadvantaged Women
