All data must be exportable to standard formats including Microsoft Excel and PDF. The solution must be hosted in a FedRAMP-authorized environment with High authorization status and be eligible for authorization up to Department of War Impact Level 5 for Controlled Unclassified Information and potentially Impact Level 6 for Secret data, supporting secure multi-domain workflows for both classified and unclassified exhibit production. Compliance with NIST SP 800-207 and OMB M-22-09 for Zero Trust Architecture is mandatory, along with full adherence to NIST 800-53 controls, Section 508 accessibility standards, and Department of War DevSecOps requirements for cloud agility and security. Offerors must provide current Authorities to Operate within the Department of War or a detailed plan to obtain them, and demonstrate ability to meet Continuous Authorization to Operate requirements including Active Cyber Defense and Risk Management Framework controls. Proposals must be submitted as a 10-page whitepaper including corporate overview, capability narrative addressing all requirements, at least two similar federal or DoD project examples, a demonstration approach for provided scenarios, and a non-binding rough order of magnitude cost estimate. Request for Information (RFI) for Department of Navy Enterprise Budget Formulation Solution
REQUEST FOR INFORMATION. This is a Request for Information (RFI) issued by Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, BUMED and FM&C Directorate on behalf of the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller), Secretariat Comptroller and Resources Department (OASN (FM&C), SCRD). The Department of the Navy (DON) is seeking information on modern, commercially available, cloud-based software solutions to enhance the DON’s Planning, Programming, Budgeting, and Execution (PPBE) processes, with a focus on modernizing the “Pre-PBIS” activities of the budget formulation phase.
Included with this RFI are two attachments. Attachment I provides the background of this potential requirement, a scope of requirements and submissions instructions. Attachment II provides demonstration scenarios. Firms are invited to respond to this RFI providing submissions in accordance with Section 5 of Attachment I labeled Submissions Instructions.
