Department of the Navy Enterprise Budget Formulation Solution Request for Information (RFI)

The Department of the Navy is seeking information on commercially available, cloud-based software solutions to modernize its Pre-PBIS budget formulation activities under the Planning, Programming, Budgeting, and Execution (PPBE) process. This Request for Information (RFI), issued by NAVSUP Fleet Logistics Center Norfolk on behalf of the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller), aims to identify innovative SaaS platforms capable of standardizing and streamlining budget creation, aggregation, analysis, and scenario modeling across all subordinate Naval commands, including headquarters, fleet, and acquisition units. The desired solution must serve as an authoritative platform for preparing budget submissions prior to official entry into PBIS, with robust capabilities for data reconciliation, format normalization across fiscal year conventions and naming standards, budget justification recommendations, and detailed analysis tracking across Resource Sponsor, Program, Accounting, and Organizational hierarchies. It must support drill-downs to line-item detail for obligated, unobligated, allocated, budgeted, and expended funds, while enabling monitoring of Below Threshold Reprogramming thresholds, obligation rates, and percent-expended metrics. All data must be exportable to standard formats including Microsoft Excel and PDF. The solution must be hosted in a FedRAMP-authorized environment with High authorization status and be eligible for authorization up to Department of War Impact Level 5 for Controlled Unclassified Information and potentially Impact Level 6 for Secret data, supporting secure multi-domain workflows for both classified and unclassified exhibit production. Compliance with NIST SP 800-207 and OMB M-22-09 for Zero Trust Architecture is mandatory, along with full adherence to NIST 800-53 controls, Section 508 accessibility standards, and Department of War DevSecOps requirements for cloud agility and security. Offerors must provide current Authorities to Operate within the Department of War or a detailed plan to obtain them, and demonstrate ability to meet Continuous Authorization to Operate requirements including Active Cyber Defense and Risk Management Framework controls. Proposals must be submitted as a 10-page whitepaper including corporate overview, capability narrative addressing all requirements, at least two similar federal or DoD project examples, a demonstration approach for provided scenarios, and a non-binding rough order of magnitude cost estimate.
