The National Geospatial-Intelligence Agency (NGA) intends to issue a sole source contract award with DESCARTES LABS, INC. 1607 Paseo De Peralta STE B Santa Fe, New Mexico 87501 under the authority of FAR 13.501 for a Subscription to Descartes Labs Commercial GEOINT Platform. There is only one responsible source for this award. The subscription will enable NGA access commercial and governmental GEOINT including, but not limited to, various missions and products of Sentinel, Modis, Aster, Landsat, and VIIRS, as well as a population density raster, CHIRPS, and ArcticDEM. The subscription also includes optical, radar, IR, hyper-spectral imagery and mineral identification capability based on spectral science. NGA requires a Software as a Service (SaaS) rather than Data as a Service (DaaS), capable of cloud storage and serves required datasets while introducing custom algorithms and packages to the data. The data should be gridded, tiled, and otherwise staged for processing visually and programmatically with a python-based infrastructure and environment for working the data (e.g. Jupyter Notebeooks or python API), as this is the language most common throughout the NGA data science community. NGA desires substantial documentation to help work the data, and direct technical and scientific consulting on its unclassified missions. Finally, it seeks flexible terms of use, including no requirement to report activities to the vendor. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions and is not a request for competitive proposals. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer no later than 4:00 pm Eastern Time (ET) on 20 June 2022. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the response to this notice is solely within the discretion of the Government.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.
