HNTB is seeking bids for the comprehensive design, fabrication, and installation of a durable scaffolding platform to facilitate bridge inspections on the I-81 over the Susquehanna River in Harrisburg, PA, on behalf of PennDOT. The platform must support a uniform load of 50 pounds per square foot, be capable of remaining in place for at least 10 years, and be sufficiently rigid to support ladder use on top. It will span approximately 408 feet, installed continuously across the bridge’s web-to-web steel girders, which are spaced 18 feet apart with 2-foot bottom flanges centered on the webs. The installation process involves starting from the shoreline using a boom lift and progressing over the river, with the platform securely anchored without welding, and designed to allow water drainage without holding or redirecting water onto bridge components. The bottom flange of the girders is roughly 80 feet above ground at shoreline level. Bids are divided into three categories: design and engineering, material and fabrication, and installation. The design phase includes a site visit for measurement verification and submission of sealed engineering drawings for approval. The fabrication involves constructing the platform to meet specified durability and functionality criteria, while the installation encompasses mobilization, delivery, and assembly of all necessary equipment and personnel. Bidders must also provide a separate bid for a tie-off system spanning the entire length for safety in case of platform failure. All proposal documents are to be submitted electronically via PennBid by March 7, 2025, with questions addressed through the same platform. The project’s estimated value ranges from $500,000 to $1,500,000, and PennDOT retains the discretion to award or not award the contract.
